Abstract

The article deals with the complexities of evaluating personnel development programs and addresses the necessity for a versatile, comprehensive approach to this activity. It reviews existing evaluation models, noting their strengths and limitations, and underscores the importance of integrated, data-driven approaches. The article introduces the Integrated Development Effectiveness Model (IDEM), which aims to provide a holistic evaluation of personnel development programs. The proposed approach combines various evaluation aspects, such as immediate reaction and learning, competency gaps, skills development, behavioral changes, organizational impact, etc. to offer a thorough assessment framework. The findings suggest that IDEM ensures alignment with organizational goals, promotes continuous improvement and connects development efforts to measurable business outcomes. The article may be a basis for further research to refine and test the approach across different industries and in diverse organizational contexts.
