Abstract

Strategic Environmental Assessment is a decision support instrument that can contribute to strengthen society commitments to sustainable development, efficient management of resources and green economy. According to national community legal requirements SEA aims to integrate environmental issues in the development of plans, programs and policies. The primary purpose of Strategic Environmental Assessment is to determine and evaluate the environmental
implications of development, to inform decision–making at the project level. However, there are a number of more strategic decisions that are typically made at the planning, programming and policy level that influence the nature of development. SEA can be used to assess a proposed policy, plan or program that has already been developed; or it can be used to develop, evaluate and modify a policy, plan or program during its formulation.Through the integration of environmental, social and economic objectives into the policy and planning process, SEA has the potential to assist in the implementation of the concept of Ukrainian's sustainable development. SEA also has the potential to promote an integrated system of planning that incorporates sustainability objectives into the planning process. The practice of Ukrainian's SEA is relatively new and is still evolving. The application and testing of different approaches is recommended as a way of contributing to learning. The sharing of information is important for the development and consolidation of SEA.
